6. Supplier qualification requirements
Qualified bidders should first meet the basic conditions stipulated in Article 22 of the Government Procurement Law, and at the same time meet the specific qualifications set based on the characteristics of the project.
(1) Basic qualifications
1. Have the ability to independently bear civil liability;
2. Have good business reputation and sound financial accounting system;
3. Have the necessary equipment and professional technical capabilities to perform the contract;
4. Have a good record of paying taxes and social security funds in accordance with the law;
5. In the three years before participating in government procurement activities, there are no major illegal records in business activities;
6. Other conditions stipulated by laws and administrative regulations.
(2) Specific qualifications
The bidder has the qualifications for the production and assembly of prosthetics or orthotics or the production and assembly of prosthetics and orthotics (provide a copy of the certification document issued by the civil affairs department at the provincial level and above) or a prosthetic assembly and supply station approved by the China Disabled Products Development and Supply Center (provide a copy of the certification document).

Method or matter:
(1) According to the "Notice of the Chongqing Municipal Finance Bureau on Issuing the "Interim Measures for Registration and Integrity Management of Chongqing Municipal Government Procurement Suppliers"" (Yucai Procurement [2015] No. 45), bidders should register as required and register to join the "Chongqing Municipal Government Procurement Supplier Database" through the Chongqing Municipal Government Procurement Network (www.cqgp.gov.cn).
(2) Any supplier who is interested in participating in the bidding should go to the procurement agency to collect it or download the bidding documents of this project as well as drawings, addendums and other project information announced before the bid opening from the "Chongqing Municipal Government Procurement Network". Regardless of whether the bidder collects or downloads it, he is deemed to be aware of all the bidding contents.
(3) Bidding document announcement period: five working days from the date of publication of the bidding announcement (August 2, 2017).
(4) Bidding document purchase fee: The bidding document purchase fee is 300 yuan per copy (non-refundable after sale). Each bidder shall pay it to the procurement agency at the bidding (bid opening) location when submitting the bidding documents.
If the bidder is a micro-enterprise and the product being bid is produced by a micro-enterprise, the bidding document purchase fee is exempted. When submitting the bid document, the bidder must provide a copy of the certification document and a written commitment letter from the small and medium-sized enterprise administrative department at or above the county level where the enterprise is located (see Part 7, 3. Business Documents "Written Commitment" for details) (for details on the identification standards of micro-enterprises, please refer to the Ministry of Industry and Information Technology Enterprise [2011] No. 300).
(5) Suppliers must meet the following two requirements before their bids will be accepted:
1. Submitted the bidding documents on time;
2. Sign in on time.
