Recently, many amputee friends asked me: Under what conditions can people apply for free prostheses from the Disabled Persons' Federation, so I called the China Disabled Persons' Federation and found that there is no national coordination for installing prostheses for disabled friends. It is operated and implemented by local Disabled Persons' Federations. But the basic policies are similar, and I have summarized them as follows.
How to apply:
Disabled Persons' Federation: Poor physically disabled people who have a permanent household registration in this city, have financial difficulties in their families, and enjoy the minimum living security for urban and rural residents, such as subsistence allowance households, five-guarantee households, and "three no's" and "three orphans", can apply to the township (street) Disabled Persons' Federation with the "certificate of financial status" issued by the village (neighborhood committee) where they live, fill in the "xx City Poor Physically Disabled Persons' Prosthetic Assembly Application Approval Form", and submit it to the street (township) Disabled Persons' Federation for review, and to the county (city, district) Disabled Persons' Federation for review. After verification and approval by the Municipal Disabled Persons' Federation, they will be identified as recipients. Poor physically disabled people who have been approved and confirmed to be provided with prosthetic limbs will be organized by the Disabled Persons' Federation of counties and cities to the prosthetic limb assembly station of the Municipal Disabled Persons Rehabilitation Center. Designated professional technicians will assess the condition of their residual limbs and determine the type of prosthetic limbs to be assembled before proceeding.
What kind of prosthesis to install:
The Disabled Persons' Federation installs generally applicable prostheses, for example: the standard for calf is about 3,000, and the standard for thigh is about 5,500. As long as there is no corruption in the execution unit, the quality will still be acceptable. It can be used normally, so we have to trust the government.
Application process:
1. Apply for installation or replacement of objects
Physically disabled people who have permanent residence in this city, hold a "Disability Certificate", have financial difficulties in their families, have lost their thighs or lower legs due to amputation, and need to install or replace prosthetic limbs.
2. Application materials
1. Applicant's household registration book, ID card, and "Disabled Person's Certificate of the People's Republic of China";
2. Family Difficulty Certificate issued by the community (village) or sub-district (township or town);
3. Written application for installation or replacement of prosthetic limbs.
3. Application for production procedures
The applicant holds the application materials → registers with the county (district) Disabled Persons' Federation (fills in the application and approval form for installing or replacing large and small leg prostheses for impoverished disabled people) → reports to the Municipal Disabled Persons' Federation for approval → is inspected and selected by professionals from the prosthetic limb installation and manufacturing enterprise designated by the Municipal Disabled Persons' Federation → produces finished products → technical staff guides the applicant to try on the prosthesis and adaptive rehabilitation training → officially wear it.
