Hainan Qianjunxin Project Management Co., Ltd. is entrusted by the Hainan Provincial Rehabilitation Guidance Center for Disabled Persons to organize inquiry and procurement for the procurement of prosthetic and orthotic auxiliary materials, accessories and maintenance and assembly services (project number: HNQJX-2017-284). Any quotation that exceeds the procurement budget will be deemed invalid

2. Qualification requirements for bidders
APackage:
1. The bidder shall comply with the provisions of Article 22 of the "Government Procurement Law";
2. The bidder should be a legal person registered in the People's Republic of China and capable of independently assuming civil liability (provide a copy of the business license, a copy of the organization code certificate, a copy of the tax registration certificate, or a copy of the three industrial and commercial business licenses in one);
3. The bidder should have a good record of paying taxes in accordance with the law (need to provide corporate tax certificate for any month in the past six months);
4. The bidder should have a good record of social security funds (required to provide proof of legal payment of social security funds in any month within the past six months);
5. Letter of declaration that the bidder has no major illegal records in its business activities within three years before participating in government procurement activities;
6. The bidder must be a prosthetic and orthotic device manufacturing and assembly enterprise recognized and licensed by the civil affairs department (provide a copy of the administrative certification issued by the civil affairs department);
7. The bidder or manufacturer must provide a professional prosthetic and orthotic maker (a copy of the professional qualification certificate of the prosthetic and orthotic maker must be provided);
8. The bidder is not a manufacturer and must provide the manufacturer’s authorization letter for this project as required in the user requirements;
9. Purchase the inquiry document for this project and pay the bidding deposit on time (submit the purchase inquiry document and a copy of the deposit payment voucher);
10. This project does not accept joint bidding and is not allowed to be subcontracted.
