According to the plan outline, Yunnan Province will establish a public announcement system for employers to arrange employment for disabled people in proportion. The civil service administrative department shall establish a recruitment system for disabled civil servants and a real-name statistical system for disabled civil servants, and determine a certain number of the total number of civil servants recruited each year specifically for the recruitment of disabled people.

The outline of the plan is clear and will promote proportional employment of disabled people in accordance with the law. Establish a public announcement system for employers to arrange employment for persons with disabilities on a proportional basis. Party and government agencies, people's organizations, public institutions and state-owned enterprises should establish a proportional job reservation system for disabled people and take the lead in recruiting and arranging employment for disabled people. The department in charge of civil servants shall establish a recruitment system for civil servants with disabilities and a real-name statistical system for civil servants with disabilities, and determine a certain number of the total planned number of civil servants recruited each year specifically for the recruitment of disabled persons. Increase incentives for employers that place a disproportionate share of the employment of disabled people. The employment arrangements for persons with disabilities will be included in the national credit information sharing platform and listed as part of corporate social responsibility.

At the same time, multiple channels are provided to support disabled people to start their own businesses and find flexible employment. Improve policies to support disabled people's self-employment, flexible employment, and individual industrial and commercial households that provide jobs for disabled people. For qualified disabled persons with self-employment and flexible employment, entrepreneurship support, tax exemptions and social insurance subsidies will be provided in accordance with regulations, and qualified regions will help arrange business premises and provide start-up capital support.
